Thomas A. Mackie is an environmental business lawyer. For more than twenty-five years he has provided advice to companies in the environmental industry, other businesses and municipalities facing complex environmental issues. His in-depth knowledge of the environmental industry and the regulators makes him an indispensable asset to our clients. He handles a wide variety of environmental matters and business transactions such as renewable energy development, hazardous waste cleanup, facility acquisition, and host community agreements. His practice regularly includes facility siting, permitting, regulatory compliance, enforcement defense, liability, public contracting, procurement, and insurance coverage cases. For several years, Mr. Mackie has been focusing on the developing field of renewable energy facility siting and energy from waste, in addition to his core practice of landfill, recycling and waste handling facility siting.

Mr. Mackie is currently handling the environmental permitting for the first Massachusetts biomass plant to be permitted after passage of a suite of new laws and regulations governing biomass and greenhouse gases. He is also actively involved with several other renewable energy project developers seeking to generate energy from waste and other renewable resources, such as anaerobic digestion and solar projects. He also assists clients with renewable energy credits and carbon offsets.

Clients ranging from Massachusetts cities and towns to national solid waste management companies have engaged Mr. Mackie to assist them in expanding and defending their facilities' operations. He develops strategies for reconciling landfill and solid waste facility siting with community needs, which paves the way for facility development and expansion. Currently he is working on several landfill, recycling and handling facility projects at the local and state levels, as well as continuing policy issues on a state-wide level.

Mr. Mackie has led the environmental due diligence in several environmental industry corporate acquisitions and mergers. For example, for one client he led the firm's participation in due diligence and permit transfers for more than 50 licensed hazardous waste facilities located in 31 states and Canada. These projects regularly involve the evaluation of myriad environmental liabilities, permits and licenses for industry leaders.

Mr. Mackie has chaired or served as a panelist on numerous committees and seminars on environmental issues for the Environmental Business Council, Boston Bar Association, and Massachusetts Continuing Legal Education. He is the author of "Solid Waste Law and Regulation" in Massachusetts Environmental Law, widely regarded as the leading treatise on environmental law. He is on the Board of Directors of the Environmental Business Council. Chambers USA, publishers of America's Leading Lawyers for Business, ranks Mr. Mackie among the top environmental lawyers in Massachusetts. According to Chambers he earns commendations as an "outstanding practitioner" who is "as good as it gets" on solid waste work. "Prompt and easy to work with" he is praised for his "indepth understanding of the field" and ability to "comprehend difficult technical issues." He is also listed in The Best Lawyers in America and as one of the country's leading practitioners by Who's Who Legal USA Environment 2010, the official Research Partner of the International Bar Association.

Mr. Mackie graduated from Hobart College and earned his J.D., cum laude, from Suffolk University Law School. He is admitted to practice in Massachusetts and New York.
